How do I get the reluctant contractor to provide the permit for the water heater and furnace that he has already installed?

In November 2023, a contractor installed my furnace and water heater in my empty rental home. I asked him to leave all of the paperwork on the counter. When I went to look for the permit, only the manufacturer information for the furnace was on the counter. Later I called and asked about the permits. He started questioning me about why I needed one and told me that I didn't need one. He said that we didn’t talk about one. No we didn’t. However, I didn’t realize that I had to tell him to pull the permit since he’s in the HVAC business of installing furnaces and water heaters.
It's now August 2024. I have been texting and calling him since the installation time. Again he keeps questioning me about why I need a permit.
Eventually, I had to contact the person who recommended him to me to intervene. The contractor said that he would be glad to get the permits.
At this point, he started quoting ridiculous permit prices that the city of Detroit charges. I had to correct him. He didn’t know that I knew the correct prices. The he added that his company charges $150 to go downtown to pull the permit ontop of what the city charges. I said no. Then he said that he has to talk to the person that he works under. I said, “Dude! You’re the founder and owner of the company!” Hia reply, “Oh, I still have to talk to him.”
Next, he said that he needed to come over and record the product information before he could pull the permit. No problem, We scheduled a time for the next day. and I waited at the house from 11am to 8pm.
No show.
I called and texted him, but no response. What do I do now?
